Looks like America has a new contender for \u201cGreenest City\u201d \u2013 at least when it comes to green buildings \u2013 and it\u2019s probably\u00a0 not where you\u2019d expect.<\/p>\n

Dallas, Texas implemented mandatory minimum green building regulations<\/a> on October\u00a0 1st in an aggressive effort to cut citywide power and water consumption en route\u00a0 to its goal of carbon neutrality by 2030.<\/p>\n

The regulations are the final step in a\u00a0 five-year implementation of the Dallas Green Building Construction Ordinance<\/a>, cover all new\u00a0 residential and commercial buildings, and create a comprehensive green building\u00a0 standard across the city.<\/p>\n

Green Building Tackles Energy, Water,\u00a0 Building Waste<\/strong><\/h3>\n

All new construction projects proposed in Dallas\u00a0 must now meet minimum certification requirements from one of three established\u00a0 standards: Green Built Texas<\/a>, Leadership in Energy and Environmental Design<\/a> (LEED), or the International Green Construction Code<\/a> (IgCC).<\/p>\n

Since drought is such an important issue in\u00a0 Texas, the new regulations<\/a> focus on water preservation \u2013 especially\u00a0 when it comes to single-family homes. At least 70% of the built area for homes\u00a0 (excluding areas under a roof) must be permeable or capture water runoff, homes\u00a0 must use drip irrigation for bedding areas of landscaping, and must include\u00a0 high-efficiency fixtures.<\/p>\n

Commercial buildings are also expected to do their part<\/a>, with a 20% water use reduction goal,\u00a0 restrictions on outdoor lighting to prevent light pollution, and cool roof or\u00a0 green roofs requirement to cut urban heat island effects.<\/p>\n

The construction process is also getting a lot\u00a0 greener with requirements<\/a> to divert a 50% minimum percentage of waste\u00a0 material is from landfills as well as source 45% of building components from\u00a0 recycled, recyclable, bio-based, or local materials. In addition, developers will have to<\/a> attend training classes and pass a\u00a0 certification exam to receive green builder certification.<\/p>\n

While the new regulations may be comprehensive,\u00a0 green buildings aren\u2019t new to Dallas. The city is already home to over 140<\/a> LEED-certified buildings, including 23<\/a> LEED-certified municipal government facilities,\u00a0 has 59\u00a0 million square feet<\/a> of Energy Star-certified buildings, and Texas placed\u00a0 second with over 36 million square feet of LEED-certified buildings in the US Green Building Council\u2019s 2012 state rankings<\/a>.<\/p>\n

Green Business Too?<\/strong><\/h3>\n

But even though green building will help improve\u00a0 Dallas\u2019 environment, the new regulations could also help boost the regional\u00a0 economy. Green building is expected to top $248 billion in revenue<\/a> nationwide by\u00a0 2016, and the green home-building market could be worth $114 billion<\/a> by 2016.<\/p>\n

Considering Texas now has the third-largest concentration<\/a> of LEED professionals in America\u00a0 and building asset values rise<\/a> when builders make sustainable\u00a0 investments, Dallas\u2019 green building mandate isn\u2019t just an environmentally\u00a0 friendly move \u2013 it might just be an incredibly savvy green business push,\u00a0 too.<\/p>\n
