We are currently seeking a Chief Estimator to be based out of our client’s East Bay Area headquarters.  This is a significant opportunity to join a growing business.  Our client is a disabled veteran owned construction consulting firm providing expertise in the areas of estimating, scheduling, value engineering, and claims analysis. They are one of the largest cost consulting firms in the United States, with 5 offices estimating over 400 projects per year, from multi-billion civic programs to small office tenant improvements. Each year the staff is called on to estimate more than 40-billion dollars of construction projects, in aggregate. The staff is comprised of some of the most experienced cost professionals in the construction industry specializing in civic, office, healthcare, school, correctional, industrial, and infrastructure.

Position Summary

The Chief Estimator will be responsible for all estimating operations for the West Coast region.  The Chief Estimator will engage on the largest most prominent and technically complex billion-dollar public projects and will oversee a team of highly experienced and certified cost consulting professionals.

Essential Duties and Responsibilities

  •  Assigns and coordinates scope of work with estimating staff for each project.
  • Reviews project plans, specifications, estimating scopes and pricing prepared by estimating staff.
  • Prepares budget and general conditions estimates for entire project prior to bid date.
  • Reviews budgets and general conditions prepared by other estimators.
  • Ensures the flow of project information is maintained and documented.
  • Maintains and communicates data on construction and material cost trends affecting project costs.
  • Prepares and reviews conceptual estimates on multi-million/billion -dollar projects using past experience, historical data and parametric estimating ratios.
  • Assess risk and adjust prices accordingly. Advise clients on risk mitigation, value engineering and market trends.
  • Maintains and updates the estimating software.
  • Produces new and modifies existing construction systems, wizards, assemblies, and models as necessary. Updates Unit Price Catalog and Company Standards as required.
  • Utilizes computer software programs in preconstruction with particular emphasis on estimating software (e.g. Excel, Timberline, On-Screen Takeoff (OST), HCSS and Bluebeam).
  • Develops internal budgets and ensures project profitability.

Promotes Customer Relations 

  • Builds effective relationships with customers, design team, subcontractors, suppliers, and user groups that reflect and support company core values and meets or exceeds the customer’s expectations.
  • Develops proposals and assists in presentations as necessary.
  • Actively participates in industry, client, and community relations.

Culture, Leadership and Employee Development 

  •  Leads and manages estimating team in both the office and the field.
  • Participates in talent management activities such as recruiting, coaching and mentoring others.
  • Participates in and supports Estimating training programs and commits to both personal and staff development.
  • Prepares performance and salary reviews for employees.

Education and Experience

  • BS in Construction Management or Engineering, Chartered Quantity Surveyor, Industry Specific certification such as CPE, PMP, CCE or related field preferred
  • 12+ years of preconstruction estimating experience on commercial and institutional construction projects.
  • Experience in the San Francisco and Bay Area region, with intimate knowledge of the local markets and subcontractor base in both the private and public market sectors.
  • Experience in a Consulting/Advisory role.
  • Strong conceptual estimating skills and experience.
  • Knowledge of the California Construction market.
  • Project Management Project Controls or Claims Analysis experience.
  • Demonstrated ability to prioritize and oversee multiple projects.
  • Knowledge of civil/site construction, foundation and structural systems, exterior building systems, interior finish construction systems, and mechanical and electrical systems, and associated costs.
  • Strong executive presence with an ability to build and manage effective client relationships, deliver outstanding client service and engage with all stakeholders in a professional manner.
  • Excellent organizational and managerial skills.
  • Excellent verbal, written and interpersonal communication skills.
  • Business Development and Marketing experience.
  • Ability to identify opportunities for process improvement, creative problem-solving and increased efficiencies.
  • Computer skills to use estimating software, bid management, online plan rooms, database applications, Microsoft products (e.g., Word, Excel, Office, Outlook), and company communication tools
